The GHOSHEH Model: An Open Instructional Design model for Creating Open Educational Resources

The GHOSHEH Model transforms the creation of Open Educational Resources (OER) into a scalable, evidence-based, and sustainable open educational practice that strengthens both teacher capacity and system-level change. Developed and implemented within Palestine’s national teacher professional development system, the model enables educators to design, adapt, and share high-quality OER aligned with local needs and global open education principles.

Beyond resource creation, the GHOSHEH Model has become a core framework for professional learning, supporting the development of teachers and embedding open educational practices in national training programs. It is currently being scaled across the West Bank, where it is used to train all primary lower-grade teachers (approximately 16,000 educators) as part of a national response to education in crisis contexts, enabling them to design instruction based on Open Educational Resources.

This expansion demonstrates the model’s power to operate as a systemic solution for resilience, equity, and continuity of learning in challenging environments.

The GHOSHEH Model successfully shifts open education beyond the creation of OER, demonstrating how openness can be embedded throughout the teaching and learning process. By positioning educators as instructional designers and knowledge creators, the GHOSHEH Model provides a compelling example of Open Educational Practice in action.
