OERx transformed Saudi Arabia’s fragmented digital learning into a unified, Arabic-first, WCAG-compliant open library of 65,000+ resources co-created by 136 institutions delivering measurable reach, reuse, and return for millions of learners, educators, and institutions.
OERx is Saudi Arabia’s national platform for Open Educational Resources a transformative public good that curates, localizes, and freely distributes over 65,000 peer reviewed digital learning materials. Launched by the National eLearning Center (NELC), OERx addresses a critical regional challenge: the lack of accessible, high-quality educational content in Arabic. In just two years, OERx has become the country’s default open learning gateway, directly supporting learners from K-12 to university, vocational training, and adult upskilling. It combines policy-grade governance, cutting-edge accessibility, and deep local relevance to make open learning both practical and impactful at scale.
What distinguishes OERx is its structural role as national infrastructure not just a content hub, but a living library built for reuse, remix, and equity. Resources are contributed by 136 universities, ministries, and training institutions, each participating in a two-stage quality assurance process aligned with national standards.
This is a very impressive initiative for Saudi-Arabian digital education. There is a huge range of content provided, with a large number of contributors and a huge number of interactions with the platform.

Its aims are ambitious at a wide, Arabic-speaking level, and for a broad range of topics for learners of multiple age groups. It also has built-in disability-friendly options, which is exemplary. Generally, this is a well-funded national-level project and will surely continue to grow and become more impactful and hopefully more widely available.
This open asset is significant for a number of reasons. First, it addresses a significant regional need, which is access to high-quality educational materials in Arabic. The project also operates at a notable scale by uniting efforts across Saudi Arabia and including contributions from 136 institutions and supporting learners in K-12, higher education, vocational training, and adult upskilling contexts. Its design also proactively addresses potential barriers, including accessibility, the digital divide, language barriers, and gender segregated classrooms.
